Click bait, nowhere in the memo did it say "white people should not bother trying to get COVID treatments". Due to the fact that blacks and nonwhite hispanics tend to be victims of medical racism and receive maltreatment from white doctors they should be considered a high risk factor.

There was a black female doctor who went to a hospital with COVID19 and was sent home. White doctors did not want to listen to her and treat her. Later on she went to another hospital and ended up dying from COVID19. Being nonwhite is a high risk factor. If not for medical racism there would be no need to label nonwhites as high risk.

Secondly, yes the people in power are deliberately denying medical care to people based on race. That's what power is: the ability to hurt other people until you get what you want.

Where does saying they should be considered a risk factor equates to, "White New Yorkers told not to bother trying to get COVID treatments"? The line does not say, "tell whites don't bother try to get COVID treatments".
