The article and law fails to explain what farms would be exempt or how to enforce the law.

You have to be certified to sell in California. To be certified you can't have breeding pigs confined to less than 24 square feet.

How does one tell if the livestock was range feed or locked up in small pens.

When you audit them, you see if they've got pens. If they have pens you measure the smallest one to see what the area is.

yes a day will come when California can no longer eat meat, enjoy eggs or milk thanks to Animal rights organizations.

A pig in a pen that is 24 square feet or more still feeds the farrow. Meat still results. It's just a little bit pricier, because it requires a little bit more land.
