They're adults according to the law, responsible for following the law and making their own decisions. That doesn't mean they have the maturity or experience to manage a business, or run an internet forum. You wouldn't appoint an 18 yo as a CEO of a major company, for instance.
The fact you asked such a question and randomly called out another user probably lends credence to the idea that 18 yos shouldn't be admins on internet forums

I said that 18 year olds BEHAVE like children. Are in many ways STILL children. But not LEGALLY, because by that age, they are supposed to know the difference between right and wrong. They understand that for example, lighting a house on fire, no matter how they might dislike the people living there, is utterly wrong.
But just going from 17 years and 11 months to 12 months does not make one magically MATURE. How is this even remotely difficult to understand?
