We need police to punish self defense and attempts to organize militia. Free citizens are more dangerous than criminals, since they may have reasons to turn against politicians, while criminals only need money.

With natural tendencies, you don't just consciously decide to follow them. They just covertly influence all your steps. Unless the tendency is dealt with, it's possible to reach the destination despite hating it.
