If it's the same guy: he's just attending random protests for attention. If he was an operative: he wouldn't dress like that, because it draws attention to himself — and the first rule of a secret operation is that it has to be secret.

I used to go to protests and there's a hell of a lot that type of person who turns up at every one no matter the cause. It's not so much they want attention that they want access to a crowd of well meaning people looking for a cause who they can manipulate to their way of thinking.

Yeah, but he's literally dressed like a Viking. If you want to manipulate a crowd: you blend in and make sure to act like you're part of the in-group.

There are people like that, though usually it's politicians attenting different and often opposite protests for the purpose of vote harvesting or just provocation. Sometimes they get attacked by angry protesters.
