Context matters. For all we know she was in there because she drank drano, or methanol denatured alcohol hoping for a buzz, or something equally terrible. Maybe she was in there constantly with ridiculous things and this is where her luck ran out?
Assuming it's racism because of the skin colours involved is itself racist.

Or just regular old alcoholism, medical staff can be pretty derisive over some medical issues.
