Apparently the Lebanon Pound is fixed to the USD at a rate of 1 Lebanon Pound per 0.00066 USD.

Imagine you have money in the bank. It's value keeps dropping so you go to get it out. Since everyone else is trying to do the same, and since banks are allowed to keep less on hand than what is on the books, you are not allowed to get your money out. Or just some of it. A similar thing happened in India
