You forked into balkanization and whataboutism totally applies when speculating about the machinations of power. They centralize the strong and decentralize the weak. China is hardly weak and is not getting weaker.

China has spent more time in pieces than it has a unified nation. It's a region DEFINED by its tendency to go to war with itself.
