They both get two cookies, but the helmet one has to give one to the rich guy.
And the black guy gets one of his cookies stolen, from drugs criminals in his area.
He spend the other one on a new Iphone.
The Mexican guy is already at home with his 2 cookies, but has to pay 1 for transport.

The white guy gets told that he needs to give his cookie to support the black, but it will land on the rich man's plate.
The black guy gets told that his situation is caused by the white guy.
The rich guy pays cookies to activists and media to support riots against the white guy.

All three never get to know what is going on, because the rich guy owns all the news.
