A third arm for a soldier with an M4/M16 is just a stupid reason to waste finite treasury dollars. They're so light weight that you'd barely notice they're there until you fire them. However, the modern U.S. Army is definitely the sort of organization that needs to demonstrate and annotate just how stupid it is for empirical confirmation to remove all doubt.
