You can actually kill everyone in city hall. Whether or not "you win" is a matter of opinion.

Yes that is the only way to do it. It reminds of a paragraph from James Clavell's 'Shogun' novel where the Anjin John Blackthorne, discusses the overthrow of a reining monarch with Lord Toranaga. Toranaga is offended because to go against your lord is the most evil sin in Japanese culture, "Unless you win" says the Anjin san "Yes" laughs Toranaga, "you have stated the one case where it is acceptable"

The book was great but the series was a disaster i am afraid.
