Won't work. It's the internet proxy argument all over again.

If one country is willing to mint and defend a currency, then people will simply use and circulate that currency. To defeat physical currency they'd have to convince every country to go along with it.

Even North Korea, a country that the authorities can't convince not to build a horrible and illogical missile arsenal.
