When nukes prevent you from invading with troops, you must adapt. Your new soldiers must be civilians trained to convert the enemy to your cause. Fear of random attacks from normal looking people immune from the law. Isolate them. Prevent their allies from being able to publicly support them, so as to further decrease morale. Remove their supply lines by removal of their sources of income. Cries for help must be silenced across all media to prevent the enemy from gathering reinforcements.
