They are illegal operations and the intelligence agencies (or rather the (((people))) running them) hide their crimes behind security clearances. You can't prosecute CIA agents for crimes when they slap a secret stamp on all the evidence. At that point you can't even talk about their crimes.

oh come on, that might undermine the operation if you do that. It might better to make something that can led to faster process on disclosing the operation.
