"Return on Investment", that is the core value of Capitalism. And that builds directly on Usury (interest). The idea that those poor pathetic ultra rich make a huge sacrifice by lending some of their absurd wealth. And to be 'compensated' for that.

Ultra rich a being compensated for lending a small portion of their power to non-idiots. Bureaucrats can't do this for some reason.

Cause they don't own the wealth. They don't own the profit. They can't even get pleasure from the good work, since they don't get to make any decisions.

People have no reason to care about things they don't care about. At the root of every working morality system, is a source of pleasure. Bureaucrats unavoidably develop a tendency to only care about their public reputation and what they can steal, since that is the only source of pleasure available to them. Morality built on empty words, can't be followed.
