28 U.S.C. § 3002 (15)

(15) “United States” means —

(A) a Federal corporation;

(B) an agency, department, commission, board, or other entity of the United States; or

(C) an instrumentality of the United States.

hamilton was a traitor that gave washington money to fund his army. that money came from the cabal/world bankers/freemasons....then they did this to force the states to pay them back and forver has been controlled by the bankers. maybe washington was acting in good faith because they were threatening him with all kind of terrorist threats on him for the rest of his life if he didn't do it. remember people had tried to assassinate him multiple times and all those spies are still in the united states even though the us "won" the war... they have been payed back a long time ago...but still try to collect thier debts...
