Are you intentionally leaving out the facts verifiable by video, that Raynard not just attacked the cop, stole the taser, THE ENTIRE TIME IGNORING LAWFUL ORDERS TO STOP, then as he's running away TURNS AROUND and aims the stolen taser at the pursuing cops (which was also in the direction of the citizen vehicles in the drive-thru) AND FIRES IT? The cops are required by law to stop him by any and all means necessary at that point. Their lives and the lives of citizens were in danger. Tasers are AT BEST less-than-lethal. At worst, they have killed people. Officers are aware of this, and will respond as if it IS a lethal firearm.

I don't know if the cop would've been able to incapacitate him instead with less shots, but yeah, you can't just let someone do all this and then point your taser back at you.

I did miss that. I guess it is hard then to decide because it still seems reckless to shoot of 3 bullets for that, one missing and it could have hit someone innocent. So the cop might be let go for being not guilty, or it could be manslaughter, not sure here.
