Anyone who seriously thinks this program would have led to U.S. boots on the ground in China able to ascertain the ramifications of Covid-19 is misinformed. China hid the truth from the world and their own people from the beginning. They did not even allow WHO personnel in the country for the longest time and you think they would have cooperated with Americans?? That's just not how it works over there. I lived in China for three years and the only thing you can consistently count on is the CCP lying and covering up issues that make it lose face or threaten the GDP growth.
