It's not really that active now, but check out the older posts on http://old.reddit.com/r/darknetplan/ it's about building meshnets and other decentralized tools. And of course /s/DecentralizeAllThings here on Saidit. Briar is a secure messaging app that can be used peer to peer without internet.
