If supporting the same flat rate to mail something across the street in downtown TO and across the country to some remote cabin in the NWT is the problem, maybe they should deal with that instead. This is like healthcare - we debase the institution to maintain the illusion that we can provide perfectly equal service to every person.

Outside of parcels, if they reduced to-the-door delivery to twice per week I doubt anyone would even notice.
