Moreover - the OP's article is obviously misleading. Russians prepared to use depleted uranium in 2018, and the US and UK have used it: https://www.nytimes.com/2023/03/22/world/europe/uk-depleted-uranium-putin-ukraine.html
It shouldn't be used, but this is the state of warfare for Russian conflicts.
