No idea why. Maybe they need the network too, I don't know. Or as it's not called a war by Russia, but helping fellow Ukrainians, Putin don't want to destroy everything citizens use. There was an outage of mobile network in Kharkiv for one day, however.

It's interesting that they want to portray it, not as a war, but as a way to help the citizens of Ukraine. I think the media is trying to convince other nations, including the USA, to also "help". It's ironic that the only way they can think of helping is through more military activity, more destruction and death.
