Is the idea here, simply to inconvenience citizens as much as possible? Possibly, this is a make-work program for security consultants?

Same kind of reasoning that is behind the 'back to the office' push even when employees are vastly more productive working remotely: gotta remind the peasants of their low station. Keep reminding them that they're owned and have to do what they're told.

Is there any particular security advantage gained by producing driver's licenses in facilities with the security of a U.S. military base or, perhaps, of Fort Knox? If so, it eludes me.

Same thing. It's about taking control away from regular people and making that they know they're owned. While bullshitting them about it being done for their security and hey look, you can still choose which type of processed food you want to poison yourself with, that's something, be happy \o/
