Wouldn't "dodging" the Freedom of Information Act, otherwise known as a federal law, be illegal?

Listen, Fat. Hillary should have been billed for the cost to the US taxpayer of the Department of State's responding to FOIA requests because Hillary used a private server and deleted emails. Of course, Kerry slow walked the process, but still....
