It’s also common for some of these feelings to change over time. However, being a woman has absolutely nothing at all to do with your body -- it’s your desire to be a girl that makes you a girl, nothing more and nothing less.

Then what's the point even? Unless of course we're trying to revive sexist gender roles but mask them as progressive.

My interpretation is that they are trying to brainwash someone with doubts that stem from common sense who say "but I don't feel like a woman", they're actually trying to trans the kids who don't even feel like they're a woman by planting seeds of doubts in their gullible minds.
The second part is basically telling them to take baby steps. Like a cocaine dealer offering some weed at first. Since they can't force it on them they're trying to set them up with a small step.
