The fact you're trying to leverage this into sex calls the first statement into question, and since the second is dependent on the first, it follows this is also wrong

Don't forget that, if a sex strike were to happen (and have a chance to work), these people would also do more to make the sex strike fail than anything. Even beyond incels who'd be "...how you going to threaten us with our lives anyway? The thing about any such hypothetical sex strike is that the women who would actually go through with it are, all too often, the women who's lack of participation nobody would actually care about. In order for someone to care if the supply is no longer available, there has to be a demand to begin with.

But you forget: To the men who need to be reached, there is nothing those men hate more than a woman who refuses to sleep with them. ANY woman, no matter who they are, would hit those men where it hurts.

Throw in the "for all the problems incels have, they make it painfully clear how you can control them and flat-out say 'if you promise me a crumb of coochie in return, I will literally take a bullet for you'" factor, and it's very easy to use the carrot and stick method to women's advantage for a sex strike.
