This appears to be talking about the proportion lower income earners pay of the total tax collected.

It's unlcear from this whether they pay more tax per person. - if the state takes in less tax in total, it's possible that the lower earners still pay less tax in Texas, despite paying a higher percentage of the total amount collected.
