It should be up to mods not admin to determine is someone is a shill or troll. Shills and trolls are subtle and normally mods are pretty good at picking up on the subtly. Basically what I'm saying is that shills and trolls should basically be allowed to roam on social media but they don't have the right to randomly shit up individual subs that are trying to engage in real discussions. And if you don't like how a certain mod deals with trolls or shills then you basically set ups a competing subverse and you take a different approach to sniffing out trolls and shills. If people like how you mod the sub they will gravitate to you and naturally kill the old (poorly moderated) subverse.

That's how I think that vote ranking sites like reddit and saidit should be modded.
