There is shit on the streets and a sharp divide between the wealthy who live behind walls and the poor. That's what third world countries look like. You don't think they're all mud and holes in the ground where people shit, do you? There are nice areas too, from Haiti to Niger to Haight-Ashbury.

I also recognise that economic policy created these conditions, and that these aren't laws of nature.

Trump was right to not send aid to Puerto Rico because he said it would be wasted. The aid that was sent was wasted. Trump was right.
Also, SF is no more third world any average American inner city was before Bill Clinton became President. Anyone who thinks so should visit Varanasi.

Trump was right to not send aid to Puerto Rico because he said it would be wasted.
Then he was actually wrong, because he did send it...
If he wanted to do it right, then he would have sent it and publically stated what was sent and when. This would have undermined the ability of oportunistic characters to hide/steal these goods, and they would have a better chance of helping those in need.
This is not a zero-sum gain situation.
Harming Puerto Rico harms American interests.
Puerto Ricans are American citizens.
