Trump was right to not send aid to Puerto Rico because he said it would be wasted.
Then he was actually wrong, because he did send it...
If he wanted to do it right, then he would have sent it and publically stated what was sent and when. This would have undermined the ability of oportunistic characters to hide/steal these goods, and they would have a better chance of helping those in need.
This is not a zero-sum gain situation.
Harming Puerto Rico harms American interests.
Puerto Ricans are American citizens.
