It doesn't have to be exact or vague. It can be well-defined while leaving plenty of wriggle room for special circumstances. In this case it was defined only to the minimum extent possible. It was one of the shortest sections of their acceptable use policy, only being a single sentence. Considering how "harassment" is the go-to for left-wing censorship I'm quite reluctant to trust a website which has no prior reputation with me. I know it's been around for years, but I just learned about it today.

The word "harassment" is used in some many ways it's basically meaningless. They should think properly about what actions they are trying to censor, and write it out in a clear way.

I'm sure if you email them and suggest a better wording, and point out this was the major criticism saidit.net's userbase had, they can fix it.
