As I understand it ( and this is my position too) opposition to surrogacy kind of has the same reasoning behind it as opposition to prostitution, that is, that there will be some women who do it willingly (or claim to do it willingly) but the majority of women are doing it because they have no other options.

So rather than force desperate women into surrogacy or prostitution, governments and societies should make it so that every woman can have a living wage.

Prostitution is hard enough on a woman's body, but carrying a baby to term is on a different level. The woman is building the baby with her own materials, often at considerable risk to her own health, and it all ends in an explosion of pretty much pure hell. I'm sure someone will chime in here to say how much they loved giving birth, but many if not most women don't relish the birthing part of having a child.
