First there's this poorly-written passage, which suggests that in females with gender dysphoria, it's the gender dysphoria, not normal female development, that causes breasts to grow:

in an individual diagnosed with gender dysphoria, who is born with female characteristics and identifies as male, the presence of a female chest is an abnormal body structure caused by gender dysphoria..."

Then the next paragraph consists of lie-filled gibberish that a) amps up the "wrong body" BS by saying breasts in females with GD must be regarded as having been "caused by congenital defects, development abnormalities, trauma, infection or disease"; and b) completely contradicts itself from one sentence to the next:

Male chest reconstruction surgery for treating gender dysphoria [in females] is performed "to correct or repair abnormal structures of the body caused by congenital defects, development abnormalities, trauma, infection or disease" in order to "create a normal appearance to the extent possible" in an individual transitioning from female to male. As such, a male chest reconstruction surgery in such such circumstances is not "performed to alter or reshape normal structures of the body in order to improve the patient's appearance," and is therefore not "cosmetic surgery" excluded from coverage...

So the surgery is performed "in order to create a normal [male] appearance to the extent possible," but at the same time it's also definitely "not performed to alter or reshape normal structures of the body in order to improve the patient's appearance" and bring it more in line with the ideal fantasy body/self the patient dreams of and desires. Makes a lot of sense./s

Many TIMs have said for years they regard their balls and dicks & other male sex characteristics like their beards, jaws, brows and hairlines as "birth defects" and therefore medicine, insurance and government health care systems like the NHS should be duty-bound to correct these "birth defects" surgically on demand and for free. It seems in CA, this sort of thinking is now being taken seriously and is starting to be made into law.

This would seem to be a first step in open up the insurance coverage floodgates for everyone unhappy with one or several aspects of their appearance who has spent time obsessing over their looks and engaging in common repetitive behaviors like frequently looking at themselves in mirrors or trying on multiple outfits before going out coz "nothing looks good on me" to get diagnosed as having OCD or some other psychiatric condition in order to get coverage for all the cosmetic surgeries that under current rules remain uncovered.

Aside from all the other issues with covering cosmetic surgeries like double mastectomies for girls & women with GD in order to help them achieve chests more in line with their ideal fantasy bodies and their delusions that they are male, this is a recipe that could well cause health insurance companies to go out of business and the entire health insurance system to collapse. In the meantime, it will make already costly insurance plans even more unaffordable for the majority of people in CA who are too well off to qualify for either Medical or Obamacare government subsidies but not so well off that money is no object.

So... Trans kid: I feel like a boy despite not having a penis. As puberty nears I'm scared about my body becoming more womanly. Trans endocrine system listening in: BOOBIES.... ACTIVATE!!!

Yeah, according to this reasoning, trans people are not only the new superior and sacred caste, but they have super-powers that enable their mental illness to cause them to grow new body parts.

Of course, mental illness distress can indeed cause radical changes to the body. Due to depression, many people either gain or lose a lot of weight. Due to anxiety or bereavement, some people's hair falls out. Stress can cause people to break out in hives or pimples, to get shingles, or to become more susceptible to colds, flu and other illnesses such as CVD and stroke. But this is the first time I've ever heard that a mental illness or mental distress can cause someone to develop breasts or grow another new body part.
