Good, but not great.

I would like for these experts to explain at least two of the points they have made:

Hormone therapy is initiated only if it is ascertained that “identity as the other sex is of a permanent nature and causes severe dysphoria” (ie medically necessary).

How can you verify that it is permanent if in the same treaty you acknowledge that children experiment with gender? Permanent means forever, in order to prove that it's permanent they would have to follow the person in jestion from birth to death, not just a couple of years.

On top of that, is this still based on the same sexist bullshit that is used nowadays about toys and clothes? So a boy who likes playing with Barbies for more than, say, two years is recognized as a "permanent girl"?

A requirement that there be “no contraindications” prior to initiation of puberty blocker or cross-sex hormone interventions.

I am not really sure what this means. What contraindications are they talking about here?

You make very good points. I am also confused about how they plan on defining "identity as the other sex". What does that mean? How do you measure it objectively? You can place this in the same category as trying to explain what a "soul" is. And if you plan to approach it from a more material angle, you can only do it, as you mentioned, by relying on gender stereotypes (which are also highly dependent on time and place).
