I have a question, and it's not meaning to be dismissive of this person's situation. It's heartbreaking to watch someone crumble when they had so much hope for a serious surgery like that.

But why wouldn't they laser/do permanent hair removal on the penis shaft (I don't even know if you can on that tissue) previous to bottom surgery to possibly prevent this?

They do laser or electrolysis on the penis before surgery, but like everything else about neovaginas there aren't any guarantees. iirc fair-haired people get especially unreliable results with laser so that's my guess at what happened.

I had a gander at the poor soul's reddit posts linked in the twitter thread, and it didn't look like hair removal was performed on any surface. I know that it's unreliable, but to have full bush and butt hair (and I guess nuvag hair) grow in at total capacity is a travesty with how expensive those services can be.

It doesn't work. That is normally done prior to GRS, but it still grows back for many people. IDK about this specific person.
