It considers legislation for better formalising an end of life vehicle. Specifically one that is irreparable, not one that is 15 years old.

1) Donald J. Trump and 18 of his associates had at least 140 contacts with Russian nationals and WikiLeaks, or their intermediaries, during the 2016 campaign and presidential transition.
2) The Mueller report cost about $40 million, and recovered about $42 million in seized assets. The cost to the taxpayer was a small profit.

Trump put the sycophant Barr as the head of the DoJ, who:
1) Shut down the investigation 2) Released an incorrect summary saying that they found no collusion, then didn't release the report itself until the news cycle had moved on. 3) Protected Trump from being subpoenaed in the later investigation following up on his crimes, which were out of scope of the Mueller report, but the report still noted what many of them might have been, and that he had not been exonerated.

The problem here is that you have uncritically read an article from a fake news site.
Again, the legislation does not ban repairing vehicles that are 15 years old.
If a car needs a repair, any part may be changed as long as the vehicle is fit to pass the roadworthiness inspections and remains authorised to operate on the EU roads. In particular, the proposed Regulation does not prohibit the repair or replacement of the engine, gearbox, shell or chassis assembly of a vehicle.
'we can tell you when your car is beyond the end of its life' is not a power grab
