If school "allows" certain children to carry knives, it makes sense. The problem starts when the school doesn't cater for the safety of the children.

You don't. School personel often knows that certain children carry knives or other items and turn the other way. So the solution to this is that all children should be allowed to carry whatever to defend themselves. Of course the optimal solution would be to discipline truant children properly and fire the school personel instead of covering their insufficiency.
