Anyone who is not against Putin's war crimes is implicitly in agreement that they can continue. For example, the comment - it's not my problem - is a way of saying that war crimes are acceptable as long as they do not effect 'me', and is thus approval for them to continue. (Perhaps spend more time caring for others, at home and abroad.)
