There's two wars being fought on different orders of magnitude. There's the Ukraine vs. Russia war but that's just another of many proxy wars for the larger West vs. East war. That war has been waged since the end of World War II back when the West and East were allied against the Axis powers. In that larger war the American CIA was the initial aggressor in Ukraine by staging a violent coup against the democratically elected President Yanukovych. The CIA installed their puppet neo-Nazi regime that then began ethnically cleansing Donbass. CIA warmongers have escalated hostilities right to the brink of a global exchange of nuclear strikes. If that happens the residents of cities across the globe will fry leaving behind nothing but their shadows burned into the concrete.

Regardless of CIA's activities, the political arrangements in other countries are still their own. It's not like the CIA has that much power in most countries. You might be thinking of CIA support for coups in some countries, but this is far more complicated than to suggest that the CIA managed the entire operation in each case. Most importantly, it's just not possible to develop enough evidence of any significant CIA involvement in Ukraine in recent years, even if we know that the CIA should be there and in Moscow and other major countries. We have to work with what we can corroborate, or at the very least, logically assess.
