I think you identified 3 that pay for this:

  1. Government
  2. Electric company
  3. Bank

The government gets their money from the taxpayers, directly or indirectly. The electric company and bank will pass their costs on to their customers. And the military that used explosives to cause the destruction was also funded by the taxpayers, directly or indirectly.

So really, all of this is paid for by the little people. War is one of the ways that the rich get richer and the poor get poorer.

The thing you are missing is that a dam is an asset which the government and electricity companies will make money off of for many years after the loan has been paid off.

Then you have all the money going to local people building the thing and running it.

No gets given massive infrastructure schemes for free but they build them because of the long term benefits, which include them paying for themselves.
