I think it would be a good idea to institute a similar strategy that Reddit has. New users need a certain comment karma before being allowed to post and upvote comments. So bots could not just create a bunch of accounts to upvote each other.

I was think that too. It is a sensible requirement.

Also, a site charter outlining how the site is suppose to run. It would give admins something concrete to fall back on as well as guidance. Basically a more formal version of the site rules.
