It's bought support. They want these people to remember which party it was that welcomed them with open arms and gibs-me-dat handouts--and, concurrently, which party wants to ship their asses back to where they came from--so that when these "dream seekers" get their citizen applications fast-tracked through the system ahead of people doing it properly, they (and their children) will be lifelong "Vote Blue, No Matter Who" loyalists.
