That looks like a Wifi antenna and off the shelf game camera. The government would use something more expensive. That couldn't even do proper license-plate tracking, rather on facial recognition of the driver.

Looks like a skypoint FLEX G-36 cellular trail camera.

If it's government, it's game wardens.

My experience with cellular is getting a bit outdated. Previously....usually you'd see dual paddle antennas for cellular or one of those chubby paddles. The cell providers have done a lot to adjust to catering to lower bandwidth IoT stuff in the recent years. I used to keep up with that, but man it is moving fast.
