I assumed that the purpose of not allowing outside, specialised ammunition was to:

1) Ensure the quality of the ammo and, thus, the safety of the place. Don't want people bringing stuff from home that could be old, home made or home modified.

2) Ensure the safety of the equipment. Different types of ammo have different types of results, right? If you've got targets set up to take regular gunfire and someone comes in with a FMJ and starts pumping them straight through the target and into the wall, it could cause an issue.

I thought about it some more, and I think they're wanting people to shoot soft-point hunting ammo. I forgot about that category, which is "ball ammo" but not quite FMJ. I guess that makes sense.
