Of course it's cultural. But is it accurate to define anything as black or white culture? Wouldn't it be more accurate to determine a culture geographically and historically? People of similar genetics have vastly different cultures and social values depending on their environment. The culture of Liverpool differs from the culture of Sussex, nothing racial about that.

genetics influences cultures, English of Liverpool and Sussex while differing some in culture will still share more than a Nigerian would with and English man of Sussex. Culture is the outward attitude of race.

The culture of black Americans differs from Caribbeans, differs from Africans, differs from British, differs from French, etc. It's convenient to suggest local towns are more similar racially, until you just go across some.water.to say, Scandinavia or Russia, then you see massive differences.

I have spent a good deal of time in the Caribbean, no it doesn't differ much. It does differ slightly but about as much as I would expect of a English man living on different sides of England, not much. There is no where on this planet where a black population has made a street, city, or anything good or better than it was.

Ghandi said blacks should never govern themselves, he was right.
