It's kind of a stupid ban if you think about it. Vivisection would already be illegal in most any country under murder or torture laws.
The fact they needed a specific law banning it speaks loads of how fucked up their society was.

Because kosher slaughter requires that the animal be conscious at the time it is killed, it no longer conformed to the law.

I'll go with the position that experimentation on animals for a positive purpose like furthering scientific or medical knowledge is potentially justified even if it is not particularly humane. It's not optimal or even desirable in all circumstances but it can be a necessary evil. As such I don't get outraged by it for legitimate purposes.
People who fuck up random animals for their perverse pleasure are psychopaths and we are right to be wary of them. That weird kid down the street skinning cats for shits and giggles is just as likely to have the same lack of empathy towards humans and intervention should take place at the point we see the needlessly cruel treatment of the animals.
Of course skinning a cat for shits and giggles is a very different thing than skinning a cat to figure out how skin works so we can develop better and more humane surgical procedures that help humans (and veterinary medicine as well).

Yes I don't much care about the slaughter method for animals intended as food. We are killing the animals anyway however you slice it.
Things like say, the giant industrial chicken shredders are horrific. But I don't think they are particularly inhumane. They aren't being killed for no purpose. And left alive they would starve which prolongs suffering regardless.
Slaughter houses aren't pleasant to think about but I can't see getting morally outraged at the treatment of animals until after we run out of more important issuea to be outraged over.
I'm totally humanist in this view though. I think humans should be supremacist over all other forms of life on the planet. They exist for our benefit and our benefit alone.
That doesn't mean abject cruelty and destruction of animals should be tolerated. But I'm not convinced by any arguments that lesser animal species are entitled to any rights per say. Save maybe a right not to be slaughtered or harassed for no positive humanist purpose.
