Are you talking about Ethiopia Tigray? Who told you CIA are not involved? They were behind the TPLF since their beginning. Who else you think funds these civil wars?

All the CIA does is infiltrate countries that have governments who want to use the profits from their own industries and natural resources to build their own country's infrastructure.

Those are profits that Wall Street capitalists believe should belong to them so the CIA goes in and instigates conflict. They assassinate a few prominant political opposition figures, plant a few car bombs here and there, plant some false information about who did those atrocities and before you know it the relevent opposing parties within that country believe their government did it to suppress them. The CIA then steps in covertly using mercinaries who claim to be fighting the evil government that supposedly assassinated their people. They provide weapons and payroll and recruit from the local communities. At the same time the US advises that government that US intelligence believes a violent uprising is brewing in their country. You get the picture, they play both sides off against each other.

So civil war breaks out and eventually the CIA mercinaries and terrorists take out the government forces and their civilian supporters. Once they did that they install puppet governments that will sell the ownership of their industries to wall street.

That is all they do, all over the world and they have been getting away with it for decades. They call themselves an intelligence gathering agency. They are not. They are instigators and sponsors of global terrorism for the enrichment of wall street capitalist vultures.
