Even in Rwanda, the government banned and continues to ban, really, the ability of advocates for the Tutsi people to have their say, to reply to what is said against them.

Banning speech ALWAYS preceeds genocide. If we NEVER banned speech, it just couldn't get off the ground because even where there's long standing ethnic hatred, people still prefer peace. It's only when the CNNs and Rwanda governments and the FaceBooks and the Third Reichs and the Twitters and Red Russians of this world start to ban speech that it gets enough lift to be airborne.

Yes it's completely counter-intuitive. So people accept "bad" speech being banned. So genocide keeps happening.
