"Hate speech" is a propaganda term, which is used to justify censorship.

"Hate speech" is whatever they say it is.

Hate speech just refers to whatever speech they hate.

Some like an "terrorist" being is someone they are afraid of. It's projection.

However, "terrorist" is a less subjective term than "hate speech." It can be quantified. If someone is wearing a bomb vest and threatening to self-detonate, they are a terrorist.
