Rural Americal where the public doesn't care about? Possible.

Surveillance is already happening. It's not like a civilian can shoot it down and get it away with it.

First person to jam the signal or hijack the controls from their phone will become famous. Not a doubt in my mind a cop won't leave a sticky note on their desk with a password on it.
